论民族自治地方政府机构改革的深化——基于新中国成立初期探索的思考

民族自治地方政府在新一轮机构改革中进行了历史性变革和系统性重塑，然而顶层设计与分层对接机制优化、机构设置细化与整合、运转协同和效能提升仍未完全到位。回溯机构改革史，中华人民共和国成立初期作为政府顶层设计和系统性构建阶段，是民族自治地方政府机构建设最富成效的历史时期之一。这一时期的民族自治地方政府机构建设强调权能配置和人员构成的民族性，逐步差异化设置机构、探索单一制下政府机构平衡设置等历史经验，可以为进一步深化政府机构改革提供有益借鉴。在新的历史起点上深化民族自治地方政府机构改革应以新时代中国特色社会主义思想为引领，合理汲取历史养分，进一步深化理论研究，完善法制体系，明晰特殊性职权和民族性职能，健全顶层设计与分层对接机制，创新改革模式，强化地方参与性，切实破解改革难题，推动政府自身建设持续走向深入。     

Negotiating Accessibility for Electronic Resources

Abstract

Accessibility of library electronic resources is a must. Its importance derives from professional ethics of librarianship, rising total costs of acquisition, and mounting legal challenges to colleges and universities that fail to provide resources accessible to users with disabilities. Library staff are responsible for ensuring the accessibility of vendor-licensed eresources. This column reviews the accessibility clauses of nine model license agreements for electronic resources. It describes terms that should go into an optimal accessibility clause and creates a composite model clause. It also provides guidance for library staff seeking to negotiate stronger accessibility language into vendor license agreements. Finally, it addresses the impact of accommodation requests on the total cost of acquiring library eresources, concluding with a call to redouble efforts to advocate for greater accessibility and educate both vendors and library staff about its importance.     

Towards Uniformly Efficient Trend Estimation Under Weak/Strong Correlation and Non‐stationary Volatility

In this paper, we consider the deterministic trend model where the error process is allowed to be weakly or strongly correlated and subject to non‐stationary volatility. Extant estimators of the trend coefficient are analysed. We find that under heteroskedasticity, the Cochrane–Orcutt‐type estimator (with some initial condition) could be less efficient than Ordinary Least Squares (OLS) when the process is highly persistent, whereas it is asymptotically equivalent to OLS when the process is less persistent. An efficient non‐parametrically weighted Cochrane–Orcutt‐type estimator is then proposed. The efficiency is uniform over weak or strong serial correlation and non‐stationary volatility of unknown form. The feasible estimator relies on non‐parametric estimation of the volatility function, and the asymptotic theory is provided. We use the data‐dependent smoothing bandwidth that can automatically adjust for the strength of non‐stationarity in volatilities. The implementation does not require pretesting persistence of the process or specification of non‐stationary volatility. Finite‐sample evaluation via simulations and an empirical application demonstrates the good performance of proposed estimators.     

论“莱西会议精神”对新时期全面深化农村基层党组织建设的价值和意义

农村基层党组织是党在农村的神经末梢,也是党的路线、方针、政策的"终端"推动者和实践者。现阶段农村党组织建设面临新兴组织不断涌现与党组织作用削弱的不适应,"权力和资源缺失"与服务刚性增强的不适应,村民自治进一步发展与群众政治参与欠充分的不适应,群众诉求多样化与满足渠道单一的不适应,部分党员党性不强、意识淡化与始终保持先进性的要求不适应等问题。在加强以党支部为核心的农村基层组织建设的"莱西会议精神"指导下,全面深化农村基层党组织建设:思想上高度认识是前提,加强支部建设是核心,坚持法治、完善村民自治是重点,紧扣服务、创新制度是关键,统筹协调、综合配套是保障。     

农用承包地流转意愿的实证研究--基于福建省六地市农户问卷调查

从农户意愿角度，以福建省农民的农用承包地为研究对象，对影响农户承包地流转的因素进行分析，通过实地调查和问卷调查的形式收集到影响农户流转承包地的样本数据，并对通过建立二元Logistic模型对各个因素的显著性进行检验。通过实证研究发现，户主受教育程度、户主的职业、农户家庭的人口、家庭的收入主要来源、承包地面积和农户流转承包地的租金水平是农户流转承包地的显著性影响因素，其中户主受教育程度、家庭的收入主要来源、承包地面积和租金水平是正向影响，户主的职业和农户家庭的人口是负向影响。根据研究的结论提出相应的政策建议。     

Tests for time series of counts based on the probability-generating function

We propose testing procedures for the hypothesis that a given set of discrete observations may be formulated as a particular time series of counts with a specific conditional law. The new test statistics incorporate the empirical probability-generating function computed from the observations. Special emphasis is given to the popular models of integer autoregression and Poisson autoregression. The asymptotic properties of the proposed test statistics are studied under the null hypothesis as well as under alternatives. A Monte Carlo power study on bootstrap versions of the new methods is included as well as real-data examples.     

Bargaining for Success: Examining the Relationship Between Teacher Unions and Student Achievement

While many previous studies have identified a positive relationship between teachers unions and student achievement on standardized tests, little research to date has explored the channels through which unions might actually affect achievement. Utilizing multilevel random intercept models, we examine the effects of two categories of items commonly negotiated in teacher contracts—“industrial union” items and “professional union” items—on individual student math scores. Further, we assess the ability of these two clusters of variables to explain the positive union effect found in previous research. The results confirm that teachers unions are positively associated with student achievement and suggest that the industrial model explains moderately more of the union effect than the professional model; however, only the combination of both models is capable of reducing the union effect to nonsignificance. These findings are also confirmed in a supplemental analysis utilizing instrumental variables to account for the possibility of endogeneity. Finally, a decomposition of the union effect suggests that teachers unions are most beneficial to middle‐ and high‐achieving students. We conclude that through industrial and professional bargaining, teachers are able to secure higher salaries, credentialing, and greater autonomy which lead to improved student achievement.     

Research note: The consequences of different methods for handling missing network data in stochastic actor based models

Although stochastic actor-based models (e.g., as implemented in the SIENA software program) are growing in popularity as a technique for estimating longitudinal network data, a relatively understudied issue is the consequence of missing network data for longitudinal analysis. We explore this issue in our research note by utilizing data from four schools in an existing dataset (the AddHealth dataset) over three time points, assessing the substantive consequences of using four different strategies for addressing missing network data. The results indicate that whereas some measures in such models are estimated relatively robustly regardless of the strategy chosen for addressing missing network data, some of the substantive conclusions will differ based on the missing data strategy chosen. These results have important implications for this burgeoning applied research area, implying that researchers should more carefully consider how they address missing data when estimating such models.     

伸展构造背景下倾角资料的构造解释

系统总结了在伸展构造背景下，导致反映构造特征的地层倾角模式复杂化的多种因素。沉积相的不同、岩性变化、井眼状况和测井作业时间等多种因素都可能使地层倾角资料复杂化。进一步指出在拉张盆地中，进行倾角资料的构造解释，必须了解其构造样式的多样性和复杂性，解释存在的多解性。重点解剖了铲式断层在横剖面情况下，对于不同构造位置下的倾角模式。详细分析了一个倾角模式对应多种构造样式的倾角构造解释实例。倾角资料的构造解释应是综合解释，既要综合井筒的相关地质资料，又要综合测井与地质知识，还必须考虑综合地震资料。     

包头师范学院有机化学实验教学改革探索

本文介绍了有机化学实验课程教学中存在的问题,初步探讨了包头师范学院化学、应用化学专业在有机化学实验教学过程中对实验教学内容、实验教学方式、实验室三废处理、学生成绩评定等方面进行的改革以及取得的成果。
